Local Government Knowledge Management Model and Its Performance Evaluation

摘要知识管理是地方政府加强自身管理效率和提升服务能力的新思路。在总结归纳地方政府具体知识型事务的基础上,分析地方政府知识管理的目标、主体、组织、要素、活动等五个维度,构建地方政府知识管理模型,进而提出地方政府知识管理绩效形成的四条路径,并构建地方政府知识管理绩效评价模型,最后以江西省为对象进行地方政府知识管理绩效的实证分析,验证了评价指标体系与评价方法的科学性。 Knowledge management is a new approach to enhance management efficiency and improve service ability for local government. Based on summarizing the specific knowledge affairs of local government, five dimensions including aim, subject, organization, element and activity of local government knowledge management are analyzed, knowledge management model of local government is constructed and four paths to develop its knowledge management performance is put forward. Then, a local government knowledge management per- formance evaluation model is constructed, an empirical analysis is conducted to evaluate the government knowledge management perform- ance of Jiangxi province and the validity of evaluation index system and evaluation method is verified at last.
