摘要
当前,随着新型城镇化进程的不断加快,河南省农村基础教育资源配置存在的问题日益突出:教育经费投入不足,筹资渠道单一;城乡之间师资分配不均衡,农村师资质量不高;基础设施较差,教学方式落后。为此,我们必须不断完善教育经费分配体系和法律制度来确保经费投入,建立城乡教师流动机制并加强教师继续教育,推进学校基础设施的标准化建设和中小学校的合理布局。唯有如此,才能实现城镇化进程中农村基础教育资源的优化配置,不断提升农村中小学的教育教学质量。
At present, with rapid development of new urbanization in Henan province, some problems appear as follows： shortage of educational investment, lack of diversity of fund raising, imbalance of teaching staff distribution between urban and rural areas, and low quality of teaching staff, old basic facilities and teaching methods in countrysides. Three measures could be taken to solve the problems. First, educational funding system and legal system should be established. Second, teacher flow mechanism and education should be stressed. Third, standardization of infraslructure construction and reasonable school layout should be realized. Based on such mea- sures, the resource distribution of basic education and teaching quality in rural areas can be improved in the process of new urbanization.
