摘要
协调发展海洋经济,必须了解海洋经济区域差异现状,厘清差异化形成因素及相应改善措施。根据1996—2011年沿海11个省的相关数据,采用泰尔指数及面板模型发现,海洋经济发展的区域差异符合威廉姆逊的倒"U"形理论,且区域差异主要体现在行政区间上;全社会固定资产投资、保险发展水平和科技水平是海洋经济区域差异化的主要因素,并对长江三角洲区域的促进作用大于环渤海和泛珠三角区域。最后,就协调发展海洋经济提出了简要的政策建议。
In order to coordinate the development of marine economy,it is necessary to understand the current situation of regional differences in marine economy,clarify the factors and corresponding improvement measures. According to the marine economy data from 1996 to 2011 of the 11 coastal proviences,making use of method of Theil indexes and Panel Data Model,this paper analyses regional difference in marine economy in China. The results indicate that the imbalance of regional marine economy is in corresponding to Williamson＇s Inverted-U Theory and the imbalance mainly stems from differences among proviences. The gross fixed asset formation,the development of insurance and scientific level are the determinant factors,and these factors play a more positive role in promoting the marine economy of the Yangtze Delta than those of the Bohai Zone and the Pan-pearl River Delta.In the end,this paper proposes some relevant policies.
