摘要
海洋经济是人类开发和利用海洋资源、获取海洋产品的经济活动,已经成为我国国民经济新的增长点。我国海洋经济的发展面临外界的严峻挑战;海洋经济实质上是海洋生态经济,是陆地生态经济向海洋的延伸;海岸带的合理开发和利用是实现海洋经济健康和持续发展的关键;开展海洋资源与环境价值核算,调整和修正海洋经济综合评价指标,以反映海洋资源的耗竭和环境退化;加强海洋经济省的建设;海洋经济的发展要注重观念、运行模式、新技术和机制等的创新;应强调平衡发展战略与非平衡发展战略的有机结合。
Oceanic economy is one economic activity of human developing and using natural resources and getting products from the ocean. Oceanic economy has become an important part of our national economy. Oceanic economy develops very rapidly in China in despite of many problems appearing in the development of natural resources in the ocean. In the paper, some problems are discussed as follows： the development of oceanic economy is confronted with serious challenge; oceanic economy is oceanic ecological economy and extending from land ecological economy essentially; reasonable development of the coastal has key role in the sustainable development of oceanic economy; one important task is to set about oceanic natural resources and environmental accounting in order to reflect the fact of the consumption of oceanic natural resources and the degradation of oceanic environment through adjusting economic indices; construction of province of oceanic economy should be regarded as an important task at present; it is necessary to pay enough attention to innovation of thoughts, run model, new technology and mechanism in the development of oceanic economy; and the strategy of balanceable development and the strategy of imbalanceable development should be integrated.
