文章主要从经济性的角度研究处于效率与政治利益的冲突之中的PPP。通过对PPP和传统公共项目建设模式的比较,分析了PPP的利弊。述评了德国针对PPP的经济可行性进行分析对比的法律框架和具体方法。介绍了德国审计部门对PPP经济性的评估以及国际上的相关经验,指出在认识PPP的问题上存在的误区。探讨了PPP作为规避公共预算约束的手段具有吸引力的原因以及相关的因应之策。
What you find here is a study concerning Public Private Partnerships （PPP）, involved in the conflict between efficiency and political inter- est from an economical point of view. We have analyzed the advantage/disadvantage of PPP by comparing it with traditional models of public projects. The legal framework and the detail protocols concerning the analysis and comparison of the benefits of PPP in Germany have also been reviewed. We have pres- ented the evaluation of the rentability of PPP by German Audit Office, as well as related experiences worldwide. Some misunderstandings about PPP have been pointed out. We have also discussed the arguments for and against the using of PPP as an appealing way to evade the restriction of public budgeting.
