摘要
介绍国际组织为了加强发展中国家"被忽视疾病"的新药研发,导入公私合作伙伴关系(Public—Private—Partnership,PPP)模式的特征与优势,分析了"被忽视疾病"新药研发的动力机制与内涵:探讨了PPP模式运行机制、融资模式与组织模式。将PPP模式与我国基本药物供应保障体系相联系,以期对我国重大科技专项起到借鉴作用。
The public private partnership model is introduced to strengthen the new drugs research of Neglected diseases for developing countries by international organizations. This paper introduces the characteristics and advantages of Public Private Partnership model, makes an analysis of its motivation mechanism and connotation and discusses its operation mechanism , financing and organization modes, which will give reference to essential drugs supply guarantee system and major national science and technology in China.
