“一票否决”式政府绩效评价的存废问题研究——一个跨地域的后实证主义证据被引量：7

摘要 "一票否决"式政府绩效评价是一种前现代的、不符合科学管理原理的"救火行政"模式,应当被摒弃。但作为转型期我国政府管理的一项改革措施,它却与地方政府效率提升、地区经济发展、地方竞争力提升具有鲜明的同趋性。按照后实证主义无干涉研究方法的解释逻辑,在其他因素不变的情况下,同趋性意味着"一票否决"对于这些方面都具有促动性,这说明目前它还具有建设性,应该在一定范围扩大使用积极的"一票否决",但需要广泛引入参与式行政来约束其非科学性、反现代性。 Being a non-scientific evaluating mode,the one-vote-down government performance evaluation should have been abolished.But as a reform measure of China＇s administration in the transitional period,it is conductive to the administrative efficiency of local governments,the local economy development and the local core competence.Therefore the one-vote-down government performance evaluation should be enlarged into more fields and more areas in China,at the same time,its unscientific factors should be addressed by citizen-involvement evaluation.
