类型与谱系:地方官员治理模式探析

摘要 地方官员治理机制,一直是国家治理体系的焦点问题,受到学术界的普遍关注。在强激励视角下,官员“晋升锦标赛”模式被认为是中国经济高速增长的重要原因,但又给社会带来巨大运行成本;在强控制角度下,“一票否决”制尽管强化了任务的贯彻力度,克服了下级的拖延行政问题,然而会产生弱排名激励效应和下级的选择性执行;在干部人事考核制度改革背景下,通过绩效合同来理解上级对下级官员治理的目标管理责任制模式,并进而试图通过更全面的绩效考核指标来评估地方政绩,但过于注重短期和内部因素,使得绩效评估难以发挥实际效用。文章从治理边界和激励手段两个维度勾勒出三种治理模式的类型谱系,主张应从治理内容上建立以明确的绩效标准为基础的、区分常规任务和非常规任务的考核体系,从治理机制上引入外部治理机制,包括横向的约束机制和自下而上的监督机制来平衡对地方官员的激励与控制。 The governance of local officials is always one of focus topics on national governance,which was received widespread attention in the academic.From the perspective of strong incentives,the official promotion tournament model is considered as an important reason for China’s economic growth rapidly,and it also bring a lot of great social costs.Under the strong control,although“One-vote negation system”strengthens the implementation of the task and overcomes delaying administrative problems,it will produce a weak ranking incentive and selective execution at the lower level.Under the background of the reform of the cadre personnel assessment system,the performance management contract is used to understand the target management responsibility system model for the lower-level officials'governance,and then tries to evaluate the local political performance through more comprehensive performance evaluation indicators.But it pays too much attention to short-term and internal factors,which makes performance evaluation difficult to achieve practical results.The article outlines the type pedigree of the three governance models from the two dimensions of governance boundary and incentive means.It advocates that an assessment system based on clear performance standards should be established based on clear performance standards,and the assessment system of conventional tasks and unconventional tasks should be distinguished from the governance mechanism.External governance mechanisms,including horizontal restraint mechanisms and bottom-up supervisory mechanisms,balance incentives and controls for local officials.
