摘要
四川盆地的天然气对我国国民经济的发展起着重要的作用。2000年四川盆地的天然气生产能力将达到121亿立方米,2010年将达到165亿立方米,因此,需要在满足川渝及周边地区市场需求的基础上,向湖北、湖南拓展新的市场。目前该地区天然气工业发展存在的主要问题有:现行管理模式不适应市场经济体制的需要,储运设施建设滞后,天然气勘探开发成本逐年增高,生产企业缺乏资本经营意识和能力。为此,必须加快体制改革,树立“以销促产”、“用户至尊”和经济效益观念,加快管网建设,开发天然气新的利用途径,创新营销策略,建立新的宏观调控体系。
Gas in the Sichuan Basin plays an important role in the national economy. Natural gas output in Sichuan Basin is expected to be 12.1 billion cubic meters in 2000, and 16.5 billion cubic meters in 2010. Hence it is necessary to open up new markets in Hunan and Hubei Provinces, while meeting gas demands in Sichuan and neighboring areas. Several problems still exist in developing gas systems in this region: 1) the system of management system does not meet the requirements of the marketized economic system; 2) storage and transportation facilities are inadequate; 3) gas exploration and development costs are rising annually; and 4) the enterprises lack a general awareness of capital operations. Therefore, it is necessary to accelerate systematic reform, to adopt the concept of 'sale for production' and 'consumer is God', to boost pipeline network construction, to further develop gas markets, to develop innovate marketing strategies, and to build new macroscopic control systems.
