摘要
介绍了我国天然气资源、生产、利用、管网及气价等方面的基本情况,并就如何加快发展我国天然气工业提出了若干对策建议:1.加大投资力度,增加探明储量;2.规范政府行为,改革天然气工业的管理体制;3.建立天然气储量市场;4.完善“天然气上下游一体化”综合开发政策;5.认真研究天然气价格,制订合理的价格体系;6.加大科技含量,扩大对外合作;7.完善天然气法规及实施办法。
This paper outlines the reserves, production, utilization, pipeline network and prices of natural gas in China, and puts forward the following proposals to speed up the development of China's natural gas industry: increasing investment to raise proven gas reserves; standardizing government activities and reforming the gas industry management system; establishing a market for gas reserves; rationalizing the development policy for gas industry integration; setting up a rational gas pricing system; increasing the industry' s sci- entific and technological content and expanding foreign cooperation; and improving the laws and regulations relating to natural gas.
