摘要
在我国社会工作事业发展目标中社会组织发展起着重要作用,其中关于社会组织发展路径、政府购买社会工作服务是一项重要内容。目前在我国表现的最为突出问题就是社会组织在其发展过程中与政府的关系问题,这是一个亟待解决的理论和实践问题。政府购买社会工作服务已将民办社会工作组织发展提到了战略的高度。政府购买服务的过程既为社会工作组织提供了经济支持,也为社会工作组织成长提供了发展空间。而在政府购买社会工作服务的过程中,政府究竟应该建立什么样的行政模式,便成为政府管理理念转变的契机。因此,政府购买社会工作服务模式本身并不重要,重要的是这种模式将会带来政府执政理念的更新和整个社会的和谐发展。
The development of social organizations plays a significant role in the progress of the enterprise of social work in China,of which,one of the major contents is,the development route of social organizations and the government＇s purchase of the social work services.Presently in our country,the biggest problem concerning this issue is the relationship between the government and social organizations in their development,a problem urgently to be solved both in theory and practice.It is of strategic significance for the development of private social work organizations to have government＇s purchase of the social work,the process of which provides not only economic support but also room of development for such organizations.It is also an opportunity in the transformation of the concept of governance when coming to terms with what administrative mode the government should establish.Therefore,what really matters is not the mode itself,with which the government purchases the social work services,but the outcome this mode shall bring forth in the renewal of the governance concept and realization of a harmonious society.
