摘要
政府购买社会工作服务已成为新形势下扩大公共服务,逐步实现基本公共服务均等化、推动政府职能转变,发挥社会组织功能作用,促进社会组织健康发展的重要方式和手段。国内政府购买社工服务主要有北京模式、上海模式和广东模式,在比较三种模式优缺点的基础上,本文分析了四川省绵阳市涪城区涪西社区政府购买社会工作服务项目,反思并提炼了该项目的专业性和适用性,以期为中国的政府购买社会工作服务提供可参考的模式。
Government＇s purchasing social work services has become an important way to the expansion of pub- lic services, the equalization of basic public services, the transformation of government functions and healthy devel- opment of social organizations. The model of domestic government＇s purchasing social services is distinguished to Beijing model, Shanghai model and Guangdong model. Based on the comparative study of their respective advanta- ges and disadvantages, this paper reports an empirical study on Fucheng district government＇s purchasing social work services. In this paper, we analyze the professional skills and applicability revealed in this project and hope to provide a reference model for Chinese governments purchasing social work services.
