摘要
伴随政府公共服务改革的深入推进,政府向社会工作机构购买公共服务取得了阶段性进展。以深圳为例,以制度设计厘定政府购买社工机构服务经费、竞争式购买的契约关系、第三方评估等构成了政府向社工机构购买服务的运作机制,并取得一定成效。但在全国社会服务购买法规缺失的环境下,政府购买社工服务存在操作机制不完善和不透明问题,因此应逐步健全社工服务领域的政策与法规,建立政府购买社会工作服务财政支持体系,优化政府购买社会工作服务的操作流程,加强部门间协作以整合资源,拓宽社工机构参与社会公共服务的空间,加强社会工作服务机构的公信力建设与评估监管。
With the advancement of public service reforms,the practice of government purchasing social work services from social work institutions has moved a step forward. The working mechanism for government purchasing social work services,as is practiced in Shenzhen,has produced positive effects. It is made up of institutionalized funding method,competition-based contractual relationship and third-party evaluation. However,in the national context where a social service purchase law is expected,the working mechanism of government purchasing social services is neither perfect nor transparent. It is necessary to gradually improve the policies and laws related to social work services,establish the financial support system concerning purchase,optimize the operational process,enhance inter-sector collaboration to integrate resources,broaden the area where social service organizations participate in public social services,and strengthen the construction of organizations' credibility and their evaluation and supervision.
