摘要
随着社会建设的推进,在广州、深圳等地,政府以项目形式购买社会工作服务取得了极大的发展。2011年初,广州市Q机构开始实施的"C服务计划"正是该模式的典型个案。文章在该个案实施的基础上,通过与传统模式的比较,并对环境、经济、政策、技术、道德等社会条件作出考察后认为,相对于其他模式而言,政府购买服务模式是目前我国开展社区戒毒康复的有效途径。
With the advancement of social development, the model of government purchase of social work service in the form of project has made great development in Guangzhou, Shenzhen and other places. Q agency in Guangzhou began"service plan C"in early 2011 was a typical case of this model. On the basis of the implementation of case work, taking the social conditions such as environment, economy, policy, technology and moral into account, this article believe that comparing with the traditional model,government purchase is an effective way to carry out community- based drug rehabilitation in China.
