摘要
行政评价制度通过对评价原则和具体指标、程序的设置,对评价结果进行诊断,并伴随奖惩措施的强化,能有效地约束行政机关及其公务员在合法、合理以及可操作的范围内行使行政职权,以激励和推动行政机关及其公务员发挥自身的积极性、主动性和创造性,实现和谐社会的善治目标。
Based on evaluation principles,specific indicators and application settings,the administrative evaluation system carries out diagnosis of the results of the evaluation.With rewards and punishment measures,it may effectively control the administrative organs and their civil servants to have exercise of administrative functions and powers in lawful,reasonable and operable framework.This may also encourage and promote the administrative organ and the officials to have enthusiasm,initiative and creativity,and in this way,a harmonious society and good governance objectives can be realized.
