摘要
中国式工资集体协商不同于西方的集体谈判,它强调劳资双方的平等对话,用协商而不是冲突的方式解决劳资矛盾。在现有的体制下,工资集体协商离不开政府的推动、支持。武汉餐饮行业工资集体协商是中国式工资集体协商模式的有益探索,它覆盖职工和企业多;合同有实质性条款;协商过程较规范;合同落实有措施,与形式化的工资集体协商形成对比。如果这种由上而下推行的工资集体协商能逐步培养劳资双方的主体意识,由政府主导逐步走向劳资自主对话协商,中国式工资集体协商可望走向成功。
Different with collective bargaining in western countries,the most prominent character of Chinese collective consultation on wages is not to resolve labor problems through conflicts but through equal consultation.In the current system,collective consultation on wages must be enhanced by the government.In the catering industry of Wuhan city,collective consultation on wages is a kind of beneficial exploration with larger coverage,substantial contents,more formal consultation process and more measures to carry out the agreements.If the bottom-up mode of collective consultation on wages fosters labor and management consciousness,Chinese collective consultation on wages will be successful with independent consultation between labor and management.
