摘要
"建立基本医疗卫生制度,提高全民健康水平"是党的十七大首先提出的战略目标,也是中国政府向国际社会承诺的体现。制度的核心是基本医疗卫生服务,而评价的标准首先是可及性、可得性,尤其是可及性。为此,苏州市卫生局组织力量,结合新医改推进和当地实际,从背景研究、现状分析、战略定位、重点任务和具体措施等方面开展系统研究。抓住当地城市化、现代化、国际化、信息化和老年化的契机,提出经济发达地区开展基本医疗卫生服务前瞻性理念、思路、目标、策略与措施等,很值得大家互鉴共勉,以促进城乡基层医疗卫生事业发展,提高居民健康水平。
＂Establishing the basic health care system, raising the health level of the Chinese people＂ is a strategic objective which first proposed in the 17th CPC National Congress, and also the commitment of Chinese government to international. The core of this system is the basic health care services, and the evaluation criteria should consider accessibility and availability firstly, especially availability. To this end, Suzhou Health Bureau has carrying out a systematic research on this from the aspects of background research, situation analysis, strategic positioning, key issues and concrete measures based on the new medical reform and the local conditions. Seize the opportunity of urbanization, modernization, internationalization, informatization and aging, Suzhou put forward the concept, ideas, objectives, strategies and measures for the basic health care services in the economically developed regions to learn form each other and promote the development of urban and rural primary health care system, to raise the health level of residents.
