摘要
提出体现可持续性要求资本总量不随时间减少的项目评价原则，对资源消耗价值进行核算，使识别的社会费用中包括资源消耗的价值补偿，其结果是赞成最大化资源使用效率的项目。
This paper puts forward the evaluation principles of project, according to which the gross capitalwill not decrease with time, as required by the sustainable development. The paper also proposesmaking calculation to the value of resource consumption, so that the identified social expenditure willinclude the compensation of value of resource consumption, and the result is in favor of the projectwith maximum resources utilization efficiency.
