重点阐明贴现率概念 。
Discount rate is a kind of parmeter to express the depleted time value in unite time,time value (or discount)results from impatience,productivity of capital and uncertainty.Different discount rates are unequal when the information is incomplete.The relationship between the individual change of disount and the utilization intensity of natural resources is definite.As the discount rate rises,the utilization intensity will be strengthened.On the contrary,the relationship between the entire changes of discount rates and the utilization intensity is indefinite.Some policy suggestions that can coordinate the relative (or comparative) levels of discount rates and results in the sustainable utilization of natural resources are raised:1)to provide the loans to underdeveloped countries or districts;2)to implement progressive taxation for the utilization of some natural resources;3)to reform the property rights of some natural resources;and 4) to enact the rational procedures to control the social discount rate of the utilization of natural resources.
