摘要
系列文章总体上以政策制定科学程序为指导,遵循定性、定量多种论证方法,集成市场经济理论、医疗费用支付方式基本理论、联立方程混合模型建模、平行数据建模、公平性定量评价与意向论证等一系列公认方法,基于我国、世界卫生组织与世界银行等常规统计数据,以及课题组的大规模入户调查和机构调查等数据,力求研究具有科学的理论支撑,思路符合逻辑,研究方法公认,过程可操作,材料可靠。
Guided by scientific procedure of policy making,these articles apply a variety of qualitative and quantitative methods,including market economic theory,basic discipline of medical expenditure payment,mixed model,panel data model,quantitative methods of household health equity evaluation,expert consultation and so on. The study is based on substantial data including statistics in China,World Health Organization and World Bank,as well as the large-scale household survey data and opinion survey of health organizations in China done by the research team in 2008.In a word,the study tries to put forward a breakthrough in health reform in China and evaluate the expected results of the proposed three ways based on solid theoretical foundation,logical research thought,scientific methods,practical process and reliable data.
