摘要
我国现行的本科教学评估的理论基础来自于新管理主义理论。新管理主义视野下的质量评估,在很大程度上把高等院校隐喻为"工厂",带有严重的工具理性,评估结果也常常受人诟病。本科教学评估必须转变传统的、自外而内的策略,以"规范—再教育"的策略(组织的自我更新)为中心,促进高校评估的自主提升。第四代评估被称之为协商式评估,较好地解决了前三代评估过于注重管理主义、忽略价值多元性以及过分强调调查的科学范式等缺陷。校本评估符合第四代评估理念,是我国本科教学评估的发展趋向。
The theoretical basis of current undergraduate teaching assessment is from the new management theory. Under the perspective of new managerialism, the quality assessment largely takes university as a metaphor for the "factory", with serious instrumental rationality, the assessment results are often subject to criticism. We must change the strategy of the teaching evaluation from the traditional and the outside to the inside, take the strategy of the "rules-reeducation"(organizational self-renewal) as the center, and promote the autonomy enhancement of universities assessment. The fourth generation evaluation is called the deliberative evaluation, that can solve the defects of focusing on managing tendencies, ignoring the value of diversity and over-emphasis on the scientific normal form of first three generations of the assessments. The school-based assessments which accord with the fourth-generation assessment idea are the development trend of undergraduate teaching assessment.
