摘要
鄱阳湖流域内水环境污染、水土流失、土地退化、自然灾害、矿区生态环境破坏等重大生态环境问题,不仅影响长江中下游的生态环境,同时制约流域内社会经济的发展。因此,亟须实行鄱阳湖流域生态系统管理,更好地协调流域内河流上下游、河湖以及行政区域之间的环境保护与社会经济发展关系。在对鄱阳湖流域特征分析和综合管理回顾的基础上,探讨鄱阳湖流域生态系统管理框架,分析鄱阳湖流域生态系统管理的尺度和范围、生态系统服务可持续利用、适应性管理等问题,提出鄱阳湖流域生态系统管理目标,为鄱阳湖生态经济区建设以及流域开发与保护提供理论依据和指导。
Ecosystem of Poyang Lake watershed is a complex system of society,economy and nature.Nowadays,a series of serious ecological environment problems in Poyang Lake watershed,such as water pollution,soil erosion,land deterioration,natural calamities,eco-environmental disruption of mining area and so on,not only badly influence the ecological environment of the middle-lower reaches of Yangze River,but also limit the development of economy and society in Poyang Lake watershed.So it is needed to put ecological ecosystem management into practice,which could be more fit to coordinate the middle and lower reaches of rivers,the rivers and the lake,the protection of natural ecosystem,the development of economy and society and other relations in Poyang Lake watershed.Based on analyzing the features and reviewing comprehensive management of Poyang Lake watershed,it puts forward the ecosystem management frame Poyang Lake watershed,analyzes the scale and scope of Poyang Lake ecosystem management,ecosystem service sustainable utilization,adaptive management,points out that maintaining and strengthening eco-system sustainability,boosting eco-system service sustainable utilization,and realizing sustainable development of the watershed is the ultimate goal of Poyang Lake watershed eco-system management,and discusses the management scheme of Poyang Lake watershed ecosystem from the aspects of river（lake） reserve,eco-industry development,living environment construction,and policy system construction.
