摘要
文章首先通过区分污染物产生量和排放量,将工业生态效率分解为源头消减效率和末端治理效率,以此来构建工业生态效率评价模型,评价了2005-2010年中国中部和东部各省工业生态效率;其次分别运用面板数据分析模型研究产业结构、外资利用、研发投资和污染治理投资四因素对源头消减效率和末端治理效率的影响;最后基于实证分析结果,提出了以源头消减为核心、转变工业结构、积极引进外资、加大科研投入和加强政府主导等中部地区提升工业生态效率水平的政策建议。
Firstly, by distinguishing generation and emissions of pollutants, industrial eco-efficiency was decomposed into source-reduction efficiency and end-pipe-treatment efficiency to construct the evaluation model of industrial eco-efficiency. Then,the model was applied to evaluate the industrial eco-efficiency of provinces in central and east China during the year of 2005 to 2010. Secondly,using the panel data analysis model,the impact of the four influencing factors,including industrial structure, introduction of foreign investment, R&D investment and industrial pollution treatment investment, on source-re-duction efficiency and end-pipe-treatment efficiency was analyzed. Finally, based on the results of empirical analysis, some policy recommendations to improve the level of industrial eco-efficiency of central China are proposed, such as, taking the source reduction as the core, transforming industrial structure, introducing actively foreign capital, increasing R&D invest-ment,strengthening the government leading and so on.
