摘要
三峡工程主要任务是防洪,针对长江流域洪水特性,通过气象水文预报及水库优化调度,科学利用三峡大坝泄洪设施和电站发电机组过流能力,采取预泄措施,在保障防洪安全前提下,合理有效地利用一部分洪水资源,全面发挥三峡工程综合效益.重点阐述三峡工程防洪调度与洪水资源利用存在的问题,并对防洪与洪水资源利用问题的对策进行初步探讨.
The primary purpose of Three Gorges Project is to control flood. According to flood characteristics in the Yangtze River Basin and through meteorological and hydrological forecasts as well as the reservoir＇s optimal scheduling, we should scientifically take advantage of flood-relief facilities of the dam and the discharge capacity of generating units in power plant, take advance-release measures to reasonably and effectively utilize a part of flood resources under the prerequisite of guaranteeing flood control safety and bring integrated benefits of Three Gorges Project into play in an all-round way. The author highlights problems existed in flood control scheduling and resources utilization for Three Gorges Project and preliminarily discusses on countermeasures to control flood and flood resources utilization.
