摘要
如何缓解长江流域水资源供需的季节性紧张关系乃至解决干旱季节的缺水问题,是现阶段流域水资源综合管理所面临的一项重要任务。结合长江流域洪水资源特点及目前存在的主要问题,指出加强洪水资源利用是解决干旱缺水和改善生态环境的重要举措之一。在对长江流域洪水资源利用潜力进行初步估算的基础上,探讨了加强洪水资源利用的基本思路和总体策略,并依据新时期长江流域综合管理的新要求,有针对性地提出了一些有利于提高洪水资源利用的工程和非工程途径与措施。
At present,in the integrated management of water resources in the Yangtze Basin,it is an important mission to alleviate the seasonal tense relation between water resources supply and demand,and tackle the water shortage in dry season in the basin.In combination with characteristics of flood resources in the basin and the current principal problems,the paper demonstrates that strengthening utilization of the flood resources is a key measure to solve the problem of drought and water shortage and improve the ecological environment.On the basis of preliminary estimation of flood resources utilization potential in the basin,the fundamental thinking and general strategy to strengthen flood utilization are discussed.In addition,according to new requirement of comprehensive management of the Yangtze Basin in the new era,some targeted structural and non-structural measures favorable for promoting the flood utilization are put forward.
