摘要
三峡工程于2008年汛末开始正常蓄水位175 m试验性蓄水,进入正常蓄水运用前的试验性蓄水运行期。探讨了试验性蓄水运行历时、试验性蓄水运行期的防洪调度和蓄水方案、监测及试验研究工作与其经费等问题;提出了试验性蓄水运行期可暂定5 a,对防洪调度和蓄水方案进行试验研究,加强各项监测及试验研究和库区地质灾害监测预警工作及生态环境保护力度等方案措施,并提出完成上述方案措施所需费用从增发电量收益中解决的建议。
The trial impoundment of Three Gorges Project at normal water level of 175 m at the end of 2008 flood season marked the beginning of TGP′s trial impoundment operation period before its normal operation.The duration,flood control operation and impoundment schemes during the trial impoundment period,as well as the monitoring and trial study tasks and expenses etc.,are discussed,and some suggestions are put forward as follows： the trial impoundment and operation period may temporarily be set as 5 years;trial studies should be carried out on flood control operation and impounding schemes;the monitoring and all trial studies and early warning tasks of geological hazards in the reservoir area and the ecological environment protection should be reinforced and the expenses required shall be paid from the benefit of increased power generation etc..
