摘要
随着政府采购法的贯彻实施,高校采购已逐步纳入政府采购。实践证明,高校政府采购制度存在采购计划、预算、设备参数的准确性差;采购工作周期长、灵活性差;管理机制不够健全;缺乏有效制约机制,用户认同度普遍不高;采购人员的专业素质不高等问题。引入绩效评价机制是解决这些难题的一项重要举措。
This article, directed against the problems existing in the government purchase in college, introduces the mechanism of achievement evaluation in the government purchase and lays emphasis on the necessity of the construction of achievement evaluation in the system of government purchase in college, the content of achievement evaluation and the ways for its realization.
