摘要
同行评议是科研管理领域应用最广泛的评估方法,但其评价的结果往往因人而异。对影响同行评议公正性的因素进行分析,提出相应的弥补措施,包括建立完备的专家数据库、引入科学计量法、设立双盲评价机制及事后评价机制,以便更好地应用同行评议进行科研项目的评审。
Peer review is the widely used assessment method in scientific research management.However,the result often varies from person to person.The paper analyzes the factors which impact the fairness of peer review,and provide corresponding measures,including establishing a comprehensive experts database,bringing in scientometrics,setting up double-blind-evaluation mechanism and ex-post evaluation mechanism,so as to make best use of peer review.
