摘要
如何更好地评价创新性项目,是遴选科学基金项目关注的焦点。通过区分科学基金评审中影响创新性项目遴选的因素,即同行评议制度内因素和同行评议制度外因素,对同行评议过程中影响创新性项目遴选的各种原因进行了系统分析,了解其作用方式,为资助机构建立针对性政策和措施、更好地保护和支持创新性研究提供了理论依据。
Based on discussing the definition of innovative project, this paper systematically analyzes the element that influences the selection of innovative projects in the proposal review process. It differentiates the factors into two catalogues. One is the factor of the peer review system. The other is the element out of the system. By the analysis on the influencing factors, we hope more concrete and valid policy can be made to protect and promote the innovative research.
