摘要
为了促进移民企业发展,更好地促进水电移民安置工作,以项目治理理论为指导,采用利益相关者分析方法,结合西部水电站移民安置过程中的移民安置实践,提出了政银企三方联动、多方共赢的移民安置模式,分析了该模式的创新依据、利益相关群体及其风险和收益等内容,设计了该模式的实施机制,并对其实施效果的保障措施进行了归纳和阐述。
In order to promote the development of resettlement enterprises and the work of hydropower resettlements,by use of the project management theory and the stakeholder analysis method,a government-bank-enterprise resettlement mode was put forward combining the resettlement practices of hydropower plants in West China.The innovation basis,the stakeholders and the benefit risk of the model were analyzed.The implementation mechanism of the model was designed.The implementation effects and the countermeasures were discussed.
