摘要
为了探讨地方政府在水库移民前期规划阶段应该扮演的正确角色,分析了水库移民前期规划阶段在整个移民活动过程中的重要地位,以及当前地方政府在前期规划阶段管理工作中存在"缺位"及"越位"的现象,界定了地方政府在水库移民前期规划阶段应担任的正确角色。
In order to study the correct role that the local government should take in the previous stage of reservoir resettlement management,the important position of the previous stage in the whole resettlement process was analyzed. The phenomena of absence and offside of the local government in the previous stage of reservoir resettlement management were discussed. The proper role of the local government should take in the previous stage of water reservoir resettlement management was defined.
