摘要
我国电网公司开展"同业对标"已经多年,其指导思想可以被引申到更广泛的领域,如:同类学校的对标、同类岗位的对标,同类人员的对标。如果有可观的经济利益和社会效益的作用,对标工作必然受到参与对标个体的关注。有效对标的基础是参与对标个体认同的评价,否则树立的标杆可能只有"杆"而没有"标"。根据"同业对标"的特点,本文从组织行为学有关人本观点出发,结合管理科学的思想方法,以目标规划模型为基础,提出一种"个体代理"评价分析方法。运用该方法可以使个体了解其在群体可能存在的优势,发现更先进的其他个体或优势互补的对象,特别适合"同业对标"类型的工作。本文最后应用所提方法对我国电力行业同业对标工作进行的后验分析,表明了方法的有效性。
The"standard target system" has been applied in electric power industries for years, its underlying principle can be extended to a wide range of areas, such as standard target for the same kind of schools, the same kind of jobs, the same kind of staff. If the system can bring considerable economic and social benefits, it must be attraetive to participants. The foundation of the effective standard target hes in the participants" self-identity, without which the standard target will probably become a mere target without standard. According to the characteristics of "standard target system", this paper applies the humanism thoughts of Organizational Behavior, the thinking method of scientific management, and the object programming model to puts forward an "individual agency" evaluation method. The method can be used to make an individual understand its advantages that may exist in a group and find other more advanced individuals or complementary targets particularly appropriate for "standard target system". Finally, the method is used to analyze the electric power industries" standard target system to show the effectiveness of the method.
