摘要
政府信息公开对公共政策议程产生了深远影响。作为一个新兴的公共领域,互联网已经成为公共议程和政策议程之间相互转化的一种有效机制。本文通过分析认为:政府信息公开必然是以公共政策议程为基础的,政府网站已经成为公共议程转化为政策议程的窗口,以政府网站为载体的公共议程可以引导有序的公共参与。
Government information disclosure has already launched a profound influence on public policy agendas. Be a newly arisen public sphere, Internet has being become a transformation mechanism from public agendas to policy agendas. The public policy agendas are the base of government information disclosure. The government gateway is the policy window which guides public agendas to policy agendas. The public participation will be ordered under guidance of public agendas by using the government gateway as the carrier.
