摘要
在现代社会,政府的传统合法性在公民理性的批判下日益消减——公民逐渐失去对政府的"天然信任",政府公信力受到极大挑战。因此,在政府与社会相对脱离的背景下,做好信息公开工作便成为现代政府公信力建设的必要途径之一。然而,我国政府在信息公开操作中却存在着诸多问题,这引发了公众的强烈质疑,使得政府公信力受到严重损害。因此,为了维护和提升政府公信力,就应改善政府与社会的关系,克服政府信息公开中存在的问题,从而消解公众的质疑。
In this post-industrial society, government＇s traditional legitimacy gradually disappears under the criticism engendered by the so-called civil reason, and governments gradually lose the ＂natural trust＂ of the citizens. Making their affairs more open through sufficient and appropriate information disclosure has become a necessary way to build credibility for the modern governments. In the context of the relative alienation between government and society, many problems with the operation of information disclosure result in strong doubts of the public over the governments at different levels in China, and their credibility is seriously damaged. There- fore, the relationship between the government and the public should be substantially improved so as to over come problems in government＇s information disclosure and resolve the questions posed by the public. Only by so doing can we maintain and enhance the credibility of the government.
