摘要
由于技术创新范式的转变,地方政府在建立地方技术创新体系中作用越来越大。面对各种各样的技术创新路径,地方政府应该慎重选择适当技术,重点扶持中小企业和地方产业集群,建立有利于发挥人力资本作用的产权制度,处理好技术创新与制度创新、后发优势与后发劣势、市场失灵与政府失灵之间的关系。
Because of the change of paradigm of technologic innovation, local government will pay more and more important role in the process of establishing the system of local technologic innovation. Being face of many kinds ways of teehnologie innovation that each region puts in practice, local government should carefully choose proper technology, powerfully support medium - small size firms and local in- dustrial eluster, set up the institution of property right that is in favor of human capital. In the poeess, we should deal with the relations between technologic innovation and institutional innovation, between backward advantage and backward disadvantage, between market fail- ure and government failure.
