摘要
创新政策体系对于优化创新环境、激励企业自主创新、促进国家或地区的科技进步和社会经济快速持续发展具有重要的作用。分析我国地方创新政策体系建设所取得的成就,指出地方创新政策体系建设相对于国家创新政策的发展趋势来说,具有明显的滞后性;描述了目前地方创新政策体系在系统性、针对性等方面存在的问题,并对其根本原因进行解释,最后提出加强地方创新政策体系建设的对策。
Innovation policy system plays an important role in optimizing environment of innovation,encouraging enterprises to engage in independent innovation,promoting national or regional scientific and technological progress and rapid and sustainable development of society and economy. After analyzing the achievements of China＇s local innovation policy system construction,we pointed out that local innovation policy system construction has lagged far behind the development trend of national innovation policy. Then we described the existent problems of current local innovation policy system in systematicness and pertinence,and explained the basic reasons. Finally we proposed the countermeasures of strengthening local innovation policy system construction.
