摘要
拟从理论文献和经济现实方面理顺人力资本与增长的关系:人力资本与经济增长并非水到渠成的关系,前者只是后者的必要但不充分条件;人力资本对经济增长的贡献大小,与影响人力资本作用的制度因素具有密切的关系。为证实这个结论,笔者以部分国家的经验证据考察了制度是如何促进或抑制了经济增长的。最后作者还简单探讨了几种有关人力资本作用的重要制度,以及制度变迁与人力资本的相互作用。
There isn't a certain relationship between human capital and economic growth. Human Capital is only necessary condition of growth but not sufficient condition, and the degree of human capital influencing growth is related with systematic factors. To prove this conclusion, this paper examines how systems stimulate economic growth based on the experience of some countries and the historical and realistic evidence. In the end, the paper also discusses several important systems related to human capital, and the interaction between human capital and system changes.
