摘要
围绕公共体育场馆赛后利用和有效运行,体育场馆面临传统事业制度改革的挑战,也面临着加入WTO后传统服务业转轨的挑战。公共体育场馆的企业化改革要确保公益性服务的主要目标,同时充分考虑到体育场馆经营过程的特殊性,确保体育行政部门对体育场馆运营有效监管。在企业化改革过程的制度安排中可按照非资产经营性和经营性特征进行分类管理,对实行企业改革的公共体育场馆,现阶段可根据产权、管理权、经营权分离的原则,以公共服务购买方式建立起政府与体育场馆的市场关系,加快完善体育场馆内部的企业化制度。
How to utilize effectively the public gymnasiums after holding sport matches has become a challenge in system reform, it is also a challenge of service enterprise after joining WTO. The reform of public gymnasiums should guarantee the goal of public welfare, and the specific feature must be considered, the running of public gymnasiums need the regulation from sport administration. In the process of system reform, we should adopt different management according to different features of public gymnasiums. If the gymnasiums have changed as enterprise, the market relations between government and gymnasiums can be established in the style of purchasing public service according to the principles of separation of property power, management power and operation power.
