摘要
运用文献资料等研究方法,对我国综合性大型体育场馆发展的体制性障碍问题进行探讨。认为:投资力度不足,运行机制缺位;开放力度不够,使用效率较低;条块分割显著,系统分割突出;国有资产流失,资产增值失效;专业人才缺乏,经营管理不善;税费缴纳较多,场馆负担较重;地域发展失衡,等级分化严重等,是大型体育场馆发展中主要的体制性障碍问题。提出了确定目标,科学设置管理机构,发挥政府导向作用,加大对外开放力度,转变经营服务理念,拓宽场馆融资渠道,引进经营管理人才等建议。
The research methods of literature etc. were used to probe into the systemic barriers to the development of multi-function large-sized stadiums and gymnasiums in our country. It believes that the main systemic barriers to the development are as follows： insufficient investment, lacking in operative mechanism, inadequate opening, lower efficiency of utilization, remarkable and salient partitions by areas and systems, the loss of state - owned property, property increment ceasing to be effective, shortage of specialized talents, poor operation and management, heavier tax paid, more expenses borne by stadiums and gymnasiums, the unbalance of regional development, serious grade split etc. It puts forward the following proposals, making clear the goal, scientifically setting up management organs, bringing the oriented function of government into play, increasing the dynamics of opening to the public, changing the idea of operation and service, expanding the channel of financing for stadiums and gymnasiums, introducing the talents for operation and management and so on.
