摘要
政府作为社会公共事务的管理者以及社会公共资源的消费者,在不同身份角色下实施的政策制定行为、具体决策行为、环境监管行为及消费行为的失范,都对环境资源造成负面影响,成为中国建设资源节约型环境友好型社会的阻碍。对政府失范行为的表现及原因进行分析,对规范政府行为的制度进行设计完善,是中国建设资源节约型环境友好型社会不容忽视的重要内容。
Government takes behavior of making abstract policy, making concrete policy, administration and consumption as different dignity of public affairs director and common resource consumer. If these behaviors are irregular, they all can cause negative effects on environment resource, and block the construction of resources - saving, environmental -friendly society. Analysis on the government＇ s behaviors and design system to normalize government＇ s behaviors are important contents in the construction of resources - saving, environmental-friendly society.
