摘要
以陕西中小企业支持政策执行状况为研究对象,从利益集团的角度对公共政策执行过程中的一些问题进行分析,认为公共政策的执行过程是对公共资源的调整和再分配的过程,是利益在不同集团之间的平衡过程。因此,不同的利益集团会依据本集团所拥有资源的不同和动用资源能力的强弱而获得实际权力,对公共政策的执行设置不同的障碍,而要解决公共政策执行过程中的利益集团问题,首先必须把公共政策的执行纳入一个系统的运行框架之内;其次是建立利益平衡机制和利益补偿机制,给各相关集团一定程度的动力支持,以保证公共政策的顺利执行。
Based on the analysis of the problems of the interest-linked groups in public policy implementation,this paper proposes that the public policy implementation is a process of adjusting and reallo- cating the public resources and balancing the interest among different groups. According to the resources they hold and ability of using the resources, different interest-linked groups will gain power and set obstacles for the public policy implementation. To resolve the problems, first of all, public policy implementation should be brought into a system; then, setting up the interest balance mechanism and interest compensation mechanism are also important. Finally, giving the dynamical support to the correlation group will guarantee a smooth public policy implementation.
