摘要
地方政府是地方公共利益的代表,同时,作为中央政策执行者,它在一定程度上仍然具有独立于中央政府公共利益的自身利益,并表现为多种利益形式。地方政府利益的存在无疑会给中央政策的执行带来较大的影响,政策“擦边球”就是地方利益影响中央政策执行的典型表现形式,为了保证政策目标的最终实现,就需要采取多种措施来消除利益主体行为给政策执行造成的消极影响。
Local governments are the represents of local public interests. Meanwhile, as the executive bodies of central government policies, there exist self-interests which are independent to the central government public interests. Local governments interests undoubtly have negative influence on the implementation of central government policies which showed as Edge ball phenomenon. To assure the implementation of policies, it＇ s necessary to take ways to remove the negative influence of interests body on the policies implementation.
