介绍了工程设计中实现限额设计的原理及程序，阐述了价值工程在设计阶段的应用，探讨了设计方案的优化和项目投资的控制过程，最终达到合理控制工程造价的目的。
The principle of cost limited design and realization process in engineering design are introduced. The application of value engineering is design phase is also elaborated as well as optimization of design scheme and investment control in order to realize reasonable control of engineering cost.
