摘要
分析了我国农村土地产权制度在新的经济形势下出现的许多问题:即所有者身份不明,土地产权侵权现象严重,缺乏合理的土地产权流转机制,家庭联产承包责任制的局限性。提出对农村土地制度进行改革,特别是农村土地产权制度改革,应建立一种明确土地产权主体和内容的土地产权制度,保护农民的土地产权,稳定农村土地承包经营权,并保持长期不变。
There are many problems in the management of rural land property right under the new economic situation in our country, including the unidentified land owner, the severity invasion of rural land property right and the lacking of reasonable system of land property flowing. And also there is some unreasonable with the household contract responsibility system with remuneration linked to output. As a result we should do the renovation in the rural system, especially in the rural land property system, and build a land property system that clarified the subject and contents of land property, protected the farmer＇s land property right, stabilified rural land contracted management rights and remained unchanged for a long time. All of these were the necessary of developing rural economics, as well as the necessary of rural economics development.
