摘要
本文通过对比新投资体制下代建制在各地的进展情况,提出了选择“公司代建制”的发展方向。从政府投资工程“投、建、管、用”职能分离的体制改革角度,研究了“代建制”的亟待解决的管理问题,并从代建人和政府两个角度分别提出了完善代建制的关键所在。
Through this essay, under the comparison new investment system, construct agent policy （CAP） in various localities＇ development situation, pointed out “company CAP” the development orientation. From government investment project “invest, establish, manage, utilize ”function parting system reforming comer, researched the urgently required solving management problem of CAP, moreover from the view of both CAP and government, respectively raised the crux of perfecting CAP.
