摘要
政府投资是国家宏观经济调控的必要手段,在社会投资和资源配置中起重要的宏观导向作用。政府投资效率低下,资源浪费严重,腐败现象层出不穷。提高政府投资效益的途径如下:(1)明确政府投资职能和范围;(2)完善政府投资决策系统;(3)鼓励民间资本投资;(4)加强政府投资项目管理体制改革。
The government investment is the essential method for regulating national macroscopic economy, and takes on important macroscopic guidance role in social investment and resources distribution. The government investment has something of the low efficiency, serious waste of the resources and relatively extensive corruption. The ways to enhance the efficiency and profit of the government investment are： （1） clearly defining the function and scope of the government investment; （2）improving the decision system of the government investment; （3）Encouraging the private capital investment; （4） reforming the project management organization of the government investment.
