摘要
在造林治沙项目设计中,通过参与式社会经济评估的方法,发现项目利益相关群体之间存在显著的利益不连续性、在"共有权属"框架下出现土地与林木权属的模糊不清、森林的公共产品性质与农民的生计需求之间存在矛盾、项目社区之间具有显著的异质性、国家整体生态建设与地方区域开发目标存在矛盾以及相关部门和目标群体的无赋权参与的现实。针对这些问题,项目设计中应做出适当的制度安排与行动考虑。
By applying the method of participatory socio - economic assessment in an afforestation and desertification control project, it is concluded that there exist obvious discontinuities amongst project stakeholders ; under the framework of “common tenure”, in reality the tenure arrangement of land and forest is ambiguous; there often exists conflict between keeping forests as public goods and farmers livelihood immediate needs; there is heterogeneity between project villages; the national objective of ecological rehabilitation often conflicts with local economic development; and in many cases the required participation of other agencies and target groups are without empowerment of project resources. These findings shall be well taken into consideration in project design by proper institutional arrangement and action engagements.
