摘要
区域发展状况与政府的体制变迁密切相关。区域非均衡发展是经济市场化过程中的“自在状态”,而区域不协调发展则是政府进行强制性制度变迁的“自为状态”,也是对“元制度预设”价值目标的“偏离”。通过一元回归模型y=-ax+b的分析,我们认为,中国区域不协调发展的表现形式是“行政主导下的板块式经济”,但其实质是地方政府体制变迁滞后于经济发展的步伐,构建实现区域协调发展的制度基础是“复合行政”,其运行过程受到政治效率合法性、组织效率合理性和职能效率有限性的制约。
The regional development state has a direct bearing on the innovation of the governmental system.Non-balanced Yegional development has emerged in the process of the economic marketization.However,non- coordinated regional development is the‘Self-Governing State’resulted from the governmental coercive institutional innovation.Through the analysis of the Variance Recursive Model Y=-AX+B,we find that Chinas non-coordinated regional development manifests in the planned economy under the governments guide,but the clue of the matter is the systematic innovation of the local government falls behind the pace of the economic development.The administration with many cooperative governmental bodies is the basis to construct the system that can realize the coordinated regional development,but it is restrained by the legality of the political efficiency,the reasonableness of the organizational efficiency,and the limited functional efficiency.
