摘要
阐述城市轨道交通建设对土地价值的影响,研讨城轨沿线土地增值的利益分配,提出基于土地收益增值的轨道交通建设筹资方案。指出通过沿线土地的合理规划、调整属性、优化结构、集约利用,将产生的土地增值通过市场和政策的手段合理分配,是解决城市轨道交通建设筹资的有效办法。
The impact to the land value caused by the construction of urban rail tranit is presented. The revenue distribution of the land value-added due to urban rail transit is discussed. The plan of financing for the construction of urban rail transit, which is based on the land value- added, is put forward. Some effective methods to finance for urban rail transit construction are presented. Among them are planning the land along the rail transit reasonably, adjusting hand attributes, optimizing land structure, using land intensively, and reasonably distributing the land value -added by the market and policy means.
