摘要
进入新时代,中国社会主要矛盾发生变化,这要求加强农村基层党组织建设,以更大力度推动乡村振兴。基于实地调研,发现江苏省连云港市海前村在短短几年内从一个落后小渔村变为电商网红村,成为党建引领乡村振兴建设的典范。因此,为研究海前村转变的内在逻辑,运用“三圈理论”分析框架,结合海前村脱贫攻坚阶段性战略的成功实现,分析作为领导者的党支部搭建乡村发展“耐克区”的经验。同时,根据顶层设计与基层服务的关系,为促进脱贫攻坚阶段性战略与乡村振兴总战略实现有效衔接,创新性地提出领导者战略实现路径,以期为领导者提高领导能力、制定科学战略提供参考和建议。
In the new era, the main contradictions in Chinese society have changed, which requires streng-thening the construction of rural grass-roots party organizations and promoting rural revitaliza-tion with greater efforts. Based on field research, it was found that Haiqian Village in Lianyungang City, Jiangsu Province, has changed from a backward small fishing village to an e-commerce net red village in just a few years, becoming a model for party building to lead the revitalization of rural areas. Therefore, in order to study the internal logic of the transformation of Haiqian Village, the “three circles theory” analysis framework was used;combined with the successful realization of the phased strategy of poverty alleviation in Haiqian Village, the experience of the party branch as the leader in building a “Nike District” for rural development was analyzed. At the same time, according to the relationship between the top-level design and grass-roots services, in order to promote the effective connection between the phased strategy of poverty alleviation and the general strategy of rural revitalization, the path for the realization of the leader strategy is creatively proposed, in order to provide reference and suggestions for leaders to improve their leadership ability and formulate scientific strategies.
